ETABLIX Site Systems was created to solve a recurring infrastructure problem: critical site services are often divided across many packages, yet no single party manages the complete operating system.
We combine project leadership, construction management, procurement, supplier integration and digital controls to manage the interfaces between the twenty-one specialist trades that make up a UK site's temporary environment — from temporary works design to final reinstatement.
ETABLIX is a West Midlands business, registered and headquartered in Birmingham, deploying to sites across the United Kingdom. Our founder's public-sector delivery background includes Programme Delivery Manager at the West Midlands Combined Authority, and our supply chain is built to draw on regional specialists wherever a project allows it — so local content, regional employment and social-value commitments are evidenced from real supplier records, not asserted. For clients whose procurement scores local economic benefit, that is a position we can substantiate.
ETABLIX is coined from the French établir — to establish, to set up — the exact verb used on every francophone construction site for site establishment (établissement du chantier). It is the business in one word: ETABLIX establishes, runs and removes the entire temporary world around a construction project. Bilingual by design, it reads naturally in English and French, matching the group's Birmingham–Kinshasa footprint — and it follows the Groupe Nseya naming system (CONSTRUX, VERYX): a hard, technical "-X" suffix that signals a systems company, not a labour-hire firm.
ETABLIX plans, procures, integrates and controls the temporary infrastructure and workforce-living systems that keep major projects operational. Clients obtain one accountable interface from initial requirements and mobilisation through daily operation, demobilisation and reinstatement — controlled through CONSTRUX and led by senior construction professionals.

ETABLIX is not a main contractor. We do not build the permanent asset and we do not replace the contractor who does — we take responsibility for the defined site-services system surrounding and enabling those main works. Specifically, ETABLIX is:
Our role can begin as an adviser defining the requirements, develop into a management-integrator appointment, or — where the commercial and risk conditions are appropriate — become a single integrated site-services contract.
We sell accountability and integration — not simply the individual services that the supply chain already provides. Fragmented site-service packages become one controlled scope, one commercial model, one delivery baseline and one management system.
One of them is that we say plainly what our own systems are not allowed to do. We have written that up in full: AI agents in construction, and the four things they must never be allowed to do.
Ownership is defined. Decisions, interfaces, actions and evidence have named responsibility.
Scopes, change, payment, supplier performance and forecast outcomes are controlled transparently.
We expect competent work, lawful employment, fair treatment and robust health, safety and environmental performance.
CONSTRUX and VERYX support judgement with evidence, controls and earlier visibility — not technology for its own sake.
Founded by a Chartered Construction Manager with senior delivery and subcontract-management experience across European grid, offshore wind, rail and public infrastructure, ETABLIX was created to solve a recurring major-project problem: too many critical site services, too many interfaces and no single accountable operating system.
Justin brings senior project, construction, subcontract and commercial-management experience across grid infrastructure, offshore wind, transport and major public programmes. His professional background includes Construction Subcontract Manager assignments with GE Vernova Grid Solutions across the UK, Ireland, Northern and Southern Europe; the 1,400 MW Sofia Offshore Wind connection programme; National Grid infrastructure projects; Programme Delivery Manager at the West Midlands Combined Authority; Senior Project Manager at Mott MacDonald across rail, education, justice and public infrastructure; and Project Manager at Turner & Townsend in PMO, controls, procurement support, scheduling and delivery governance.
He holds an MSc in BIM Management, a BSc in Construction Management, Chartered Membership of the CIOB, APMP and PRINCE2 — with working fluency in Primavera P6, CEMAR, Revit, Navisworks and common data environments, connecting site systems to programme, commercial administration and BIM-enabled controls.
Professional experience is provided as background and does not imply endorsement by former employers or clients.
The client should not have to discover during mobilisation that every package was procured correctly — but the complete temporary site environment was never designed as one system.Justin Ngolu Nseya Founder & Managing Director, ETABLIX
