ETABLIX gives owners, EPCs and major contractors one route to define, procure, mobilise and control the site services that would otherwise consume multiple internal teams and supplier relationships.
Your project team should be driving design, construction, commissioning and commercial outcomes — not resolving gaps between cabins, utilities, roads, cleaners, security, transport, catering and accommodation providers.
ETABLIX becomes the integration layer between your project requirements and the specialist supply chain. You retain the contractual control appropriate to your risk appetite; we provide the structure, coordination and visibility needed to make the agreed site-services system work.
| Failure mode | Cost to the project | ETABLIX response |
|---|---|---|
| Fragmented scopes | Gaps, overlaps, double pricing and disputes over responsibility. | Single requirements hierarchy and responsibility matrix. |
| Late mobilisation | Productivity loss before permanent works begin. | Readiness gates, integrated mobilisation programme and constraint log. |
| Uncontrolled service demand | Overcapacity, undercapacity and avoidable preliminaries. | Workforce-linked demand model and rolling forecast. |
| Supplier silos | Local optimisation while the overall site underperforms. | Cross-package KPIs, control accounts and integration management. |
| Invoice-led management | Payment divorced from verified delivery. | EVM, acceptance evidence and package-level forecasting. |
| Weak demobilisation planning | Late removals, unrecovered assets and reinstatement liabilities. | Demobilisation baseline established during procurement. |
| Poor worker experience | Absenteeism, fatigue, complaints and reputational exposure. | Measurable accommodation, welfare, transport and grievance standards. |
ETABLIX's accountability is defined around the temporary site environment and workforce-support system. The permanent asset remains with the client, EPC or appointed main-works contractor unless a separate, explicit appointment says otherwise.
ETABLIX gives you one contract, one programme, one budget, one dashboard and one accountable organisation for every temporary site and accommodation service on your project — powered by CONSTRUX, our own construction operating system. Both flagship lines run on one operating system, one supplier framework, one commercial engine and one dashboard.

This demand is buyer-side, not invented: the founder authored single-contractor site-management and worker-village requirement packages inside a tier-one grid business — clients asking the market for exactly one contractor to manage all site-services packages from set-up to removal, and one contractor to deliver a worker living village from establishment to dismantling. ETABLIX is the company built to answer that requirement.
Every ETABLIX engagement is delivered under one of three models. Each has a defined responsibility, a defined commercial basis and a defined place in the journey — and they form a ladder: the Advisory package creates a procurement the Management Integrator can run; a successful integration builds the framework and track record that make a Prime appointment safe for everyone.
Our responsibility: strategy, technical requirements, procurement documents and evaluation. Your team retains full contracting control — every supplier contract sits with you.
The procurement documents above are assembled by a named agent from a requirements package a competent person has approved, and the scope sheets and the pricing schedule are reconciled by machine before the pack can be issued. How that works, and what the agents are refused.
Choose Advisory when you have the procurement and operational capacity in-house, but need the strategy, specification and tender basis built to contractor standard before you commit the money.
Our responsibility: procurement, coordination, commercial administration and performance management. You contract directly with every supplier — ETABLIX never holds your supply-chain money — while one accountable team makes the whole system work.
Choose Management Integrator when you want direct supplier relationships and direct cash flow, but one party accountable for coordinating, administering and driving performance across the agreed site-services system. This is our core offer.
Our responsibility: ETABLIX contracts with all suppliers and delivers the complete site-services scope. One contract, one invoice, one programme, one performance report — and single-point accountability for that entire agreed scope, from first mobilisation to final reinstatement.
Prime means prime for the site-services system — never for the permanent works. Even under Model 03, ETABLIX is not the main contractor: the permanent asset, its design, construction and commissioning remain with the client, EPC or appointed main-works contractor. Nor do we become Principal Contractor under CDM 2015 by default — those duties are taken only by explicit, priced and insured appointment.
Choose Prime Service Contractor when a single contract for the whole site-services scope is commercially justified and the funding, credit, liability and mobilisation gates are satisfied — the discipline set out on How it works. We accept these appointments selectively, because a partner that controls its own exposure is a partner that finishes.
We define and coordinate compounds, offices, welfare, roads, hardstanding, fencing, utilities, drainage, access, security, logistics and reinstatement.
A site planned as one operating environment — not assembled package by package.
Site-establishment earthworks, temporary drainage, cabin and equipment bases, temporary roads, hardstanding, compounds, fencing, hoarding and reinstatement within the agreed site-services scope.
Clear package boundaries, coordinated interfaces and one performance structure.
Mechanical, Electrical and Plumbing systems — including HVAC, power distribution, lighting, water supply, sanitary and drainage systems, fire services, controls, testing, commissioning and maintenance — serving compounds, project offices, welfare and workforce accommodation. Not the permanent MEP installation of the core asset.
Technical systems coordinated with civil, accommodation and operational requirements before site pressure exposes gaps.
Construction and final cleaning, welfare and office cleaning, housekeeping, laundry, consumables, hygiene, waste interfaces and service schedules.
Consistent standards, measurable performance and fewer daily service failures distracting the project team.
Accommodation strategy, village layout, catering, cleaning, transport, security, medical response, recreation, maintenance, operation and dismantling. The village is treated as a temporary operating asset — not a collection of cabins. Capacity, dignity, safety, transport, utilities, community impact and resident experience are designed and controlled as one system, and measured against operating KPIs: occupancy utilisation, room readiness, meal-service compliance, transport reliability, defect response, utility continuity, resident grievances, HSE and welfare, and cost per occupied bed-night.
A functional living system aligned with workforce numbers, shifts, welfare and programme demand.
One coordinated route for welfare cabins, fencing, hoarding, security, waste, temporary water and power — from specification and sourcing through mobilisation, monthly control, off-hire and demobilisation.
Fewer supplier relationships, one commercial control point and active protection against idle hire and closeout leakage.
Requirements, package strategy, prequalification, tendering, evaluation, clarifications, mobilisation gates and supplier-performance controls.
A defensible procurement trail and specialist suppliers working to the same baseline.
Programme, Earned Value Management, risk, change, evidence, cost reporting, actions, KPIs, executive dashboards and closeout records.
Earlier warning, clearer accountability and a decision-ready view of the complete system.
CONSTRUX supports project-level construction intelligence; VERYX provides enterprise and portfolio-level execution visibility.
Operational expertise supported by stronger data, evidence and management visibility.
Every trade a UK major site buys, grouped by lifecycle — the same twenty-one categories our supply chain registers under, so scope maps to supplier without translation.

Each product is a fixed, documented deliverable — not open-ended consultancy hours.
| Product | Defined output |
|---|---|
| Site Systems Diagnostic | Constraints, demand, interfaces, delivery model and executive action report. |
| Site Management Requirements Package | Full output specification, package matrix, KPIs and tender basis — then the tender pack assembled from it: scope sheets, the blank pricing schedule and the return forms, each as its own issuable document. |
| Workforce Village Requirements Package | Capacity, accommodation, utilities, services, welfare, transport and closeout requirements. |
| Tender and Supplier Integration | PQQ/ITT support, clarifications, bid normalisation, risk review and recommendation. |
| Mobilisation Readiness Review | Readiness assessment, evidence gaps, constraints and recovery actions. |
| Project Recovery Review | Operational diagnosis, EVM and 30/60/90-day recovery plan. |
Every engagement is priced against a defined scope, assumptions and exclusions in a written proposal.
The desk can give the client one operational interface and, where agreed, one invoice. The commercial structure is selected to preserve continuity and keep supplier funding transparent.
Client contracts or pays suppliers directly. ETABLIX charges a defined management fee for specification, procurement, coordination, control and reporting.
ETABLIX consolidates the scope or invoice only where client payment timing, supplier terms and credit exposure are contractually aligned.
A baseline can support a share of verified savings from off-hire control, duplicated services, avoided extensions and recovered commercial leakage.
The right model depends on your existing capability, project risk and procurement strategy.
| Management area | Coordinated in-house | ETABLIX integration |
|---|---|---|
| Scope definition | Separate internal scopes can leave gaps between packages. | One requirements baseline, package map and interface matrix. |
| Supplier procurement | The client sources and evaluates every specialist independently. | Coordinated enquiries, comparable returns and controlled recommendations. |
| Interfaces | Managers resolve conflicts while also delivering their core project roles. | A named integration function owns dependencies, boundaries and escalation. |
| Mobilisation | Readiness is checked package by package. | Integrated readiness gates test whether the complete site can operate. |
| Daily operations | Project leaders chase facilities, logistics and supplier issues. | One operating rhythm controls services, performance, incidents and reporting. |
| Commercial control | Costs and changes sit across different owners and records. | Common change, forecast, payment, risk and performance controls. |
| Technology | Separate files and dashboards require manual consolidation. | CONSTRUX and VERYX connect evidence with project and executive visibility. |
| Closeout | Off-hire, final accounts and reinstatement become late priorities. | Closeout is designed from the beginning with ownership and evidence gates. |
A defined route for site-service decisions, escalation and performance.
Access required disciplines without building a permanent internal department for every package.
Dependencies and readiness are assessed across the site-services system.
Project leaders remain focused on the asset, programme and client outcomes.
Costs, risks, change and supplier performance use common controls.
Removal, off-hire, records, reinstatement and commercial closure are planned from the outset.
ETABLIX creates value at every stage by connecting temporary site operations, support-service packages, commercial controls and supplier interfaces to the asset delivery plan.
Translate workforce, location, access, constraints and operating assumptions into an early site-services strategy.
Avoid underestimating the space, utilities, welfare, logistics and accommodation needed to make the project executable.
Coordinate temporary and enabling civil works, temporary MEP, temporary works, compounds, access, village and operational requirements as one system.
Reduce design gaps, spatial conflicts and late interface decisions between separately designed packages.
Create package scopes, requirements, evaluation criteria, interface schedules and commercial qualifications.
Improve bid comparability, expose exclusions earlier and procure suppliers against the complete operating requirement.
Control design release, permits, temporary works, supplier readiness, logistics, commissioning and first-use gates.
Protect the project start by proving that interconnected services can operate safely — not merely that individual suppliers have arrived.
Run one management rhythm for services, KPIs, incidents, cost, change, programme, evidence and escalation.
Keep the core construction team focused while daily site systems remain coordinated, measured and accountable.
Coordinate temporary-service continuity, interfaces with permanent systems, workforce reduction, defects and handover.
Prevent the transition between construction, commissioning and operations from creating service gaps or duplicated cost.
Plan off-hire, dismantling, waste, reinstatement, records, retention, final accounts and lessons learned.
Close physical, commercial and evidence obligations deliberately instead of treating site removal as an afterthought.
We map the requirement, identify gaps and interfaces, test the delivery options and recommend the right commercial model before a larger appointment.
